split garlic and remove germ. Boil just covered 4 times. Change water in between.
Put garlic, olive oil, and water into tall glass container and purée using emersion blender
Strain into cool frying pan.
Start pasta
Add pepper, red pepper, and parsley and cook gently over medium heat till just simmering. Turn off heat.
Add cooked pasta and mix till creamy. Add pasta water if needed
