In a large bowl,whisk together oil,1 1/2 teaspoons garlic, cumin, honey, salt, and pepper to taste. Add lamb and toss to coat evenly.
Grease a grill grate with cooking spray, and preheat the grill to high heat.
Meanwhile, in a small bowl, combine the yogurt, dill, lemon juice, remaining 1/2 teaspoon garlic and salt to taste.
Thread the lamb cubes onto skewers,making sure to leave some space between the pieces so they cook evenly. Grill turning once until done to liking, about 3 minutes per side for medium rare. Serve with yogurt dill sauce alongside.
