Line the bottom and sides of an 8x8 inch pan with parchment paper, leaving an overhang so you can easily lift out the bars later.
Mix the dry ingredients in a large bowl, Stir the liquid ingredients together in a smal saucepan over medium heat- low heat until melted and smooth. Poor into the dry ingredients and mix well.
Evenly spread the mix in the prepared pan and chill in the fridge for at least 2 hours, or until firm. Cut into bars and store in fridge for 1-2 weeks, or in the freezer for one month.
