Preheat oven to 400 degrees. Heat oil in pan and fry onion until soft. Add frozen potatoes and salt. Cook till brown, turning occasionally. Pat evenly into bottom and sides of pie pan. (Use lasagna dish if you double the recipe.). Bake 29 minutes.
Combine egg, milk and peppers in bowl. Spread ham and cheese on potatoes. Pour eggs on top. Bake 375 degrees for 30 minutes or until set.
