Preheat oven to 375’. Line baking pan with parchment paper..
Combine flour, sugar, baking powder, salt and ground cardamom. Cut in butter. Add milk and mix until just combined. Transfer dough to a floured board and pat and roll into a 10 x 12” rectangle.
Mix together softened butter, brown sugar and cardamom powder.
Spread filling onto dough, leaving a 1/4” border. Sprinkle with cardamom seeds.
Staring with a 10” side, carefully roll dough into a log. Cut into 10 pieces and place into pan.
Bake for 28-30 minutes, until lightly browned around edges. Mix glaze while rolls are baking.
