Bring 1 tsp olive oil to medium high heat. Add 1/4 c minced onion. Add 1 clove garlic and simmer 1-2 minutes. Add 1 can black beans. Add chili pepper and cayenne pepper. Simmer for 15 minutes. Add 2 tbs cilantro and 1 tbs fresh lime juice.
When quinoa is done, add 2 tbs cilantro and 1 tbs lime juice.
To serve, place quinoa in a bowl. Add lettuce. Then add black beans. Top with shredded cheese, chopped tomato, and avocado.
