Preheat oven to 350 degrees F.
Place parchment paper in a 7 x 11 pan. This helps the bars to come out easier when baking is done.
CRUST: Combine crust ingredients in a blender or food processor until they are small crumbs.
Place crust mixture into prepared pan. Lightly press into bottom of pan. Place in preheated oven and bake for 15 minutes.
FILLING: In a large mixing bowl, combine filling ingredients of flour, sugar, salt, and rhubarb and mix together.
When the crust has been par-baked, top the hot crust with filling mixture.
Place back into the oven to bake for 40-45 minutes or until the middle no longer jiggles.
Add nutmeg as an option.
Cool and cut into squares to serve.
