Stir 1 1/2 cups boiling water into the blue JELLO and red JELLO in separate bowls for 2 minutes.
Stir in 1 1/2 cups cold water into each bowl.
Spray a 13 X 9 clear baking dish with nonstick spray.
Pour the blue layer in the greased dish, refrigerate for 45 minutes.
Refrigerate red layer (In the bowl) for 45 minutes.
Meanwhile, stir in 1 cup water into Lemon JELLO. Refrigerate X 25 minutes.
Stir in whipped topping with wire whisk.
Gently spoon over blue layer. Refrigerate X 10 minutes.
Gently spoon red layer on.
Refrigerate x 4 hours.
Decorate with additional whipped topping and blueberries/strawberries in a flag design.
