Combine 1 tablespoon water and 1/2 tsp baking soda
In a large bowl toss beef with baking soda mixture.
Heat oil in skillet over medium high heat. Add onion and remaining 1/8 tsp baking soda, cook 3-4 minutes. Add garlic, cook 30 more seconds.
Stir in sugar, paprika, pepper flakes, and remaining 1/8 tsp salt, cook one minute more.
Add tomato paste and cook 3-4 minutes
Add beef and cook 5 minutes more. Add ketchup, vinegar and Worcestershire and stir to combine.
Combine cornstarch and remaining 1 tbsp water in a small bowl. Pour over beef mixture, stir to incorporate, cook 1 minute more.
Spoon onto bund and serve
