Heat the oven to 400 degrees.
Heat the oil in a saute pan over medium heat.
Add the carrot, bell pepper, onion, garlic and spinach and cook for 3-4 minutes.
In a large bowl, add the cooked vegetable mix, beef or turkey, eggs, salt, pepper, flour and 1⁄2 cup tomato sauce.
Form the mixture into a loaf and place on a baking sheet or in a loaf pan.
Cook for 1 hour or until a thermometer in the center reaches 165 degrees.
Take the meatloaf out of the oven and spread on the remaining 1⁄2 cup of tomato sauce.
While the meatloaf is cooking, bring a pot of water to boil.
Add the green beans and cook to desired tenderness.
Drain the water and add the oil and spices.
Mix to combine.
To serve, place 2 slices of meatloaf on your plate and some of the green beans.
