Preheat oven to 300 degrees
Whisk flour, baking soda, and salt, set aside.
In a bowl with an electric mixer blend sugars on medium speed, add butter and mix to form a grainy paste. Add eggs and vanilla and mix until light and fluffy.
At low speed slowly add flour mixture and toffee bits. Mix until blended.
Place ground nuts in a bowl. Roll balls of dough into 1 to 1 1/2 inch balls then roll in nuts.
Bake 22 minutes.
Melt chocolate and veggie oil on double boiler. Drizzle melted chocolate over cooled cookies. Refrigerate or freeze until set.
