Preheat Oven and Cook Beef: Preheat your oven to 375°F (190°C). In a skillet, cook the ground beef until browned; drain excess fat. Stir in taco seasoning and a little water (per seasoning packet instructions).
Layer Ingredients: In a 9x13 inch baking dish, start by laying 4 corn tortillas. Spread half of the refried beans over the tortillas, add half of the seasoned ground beef, sprinkle with 1/3 of the cheese, and drizzle with some salsa and enchilada sauce.
Repeat Layers: Repeat the layers once more, then top with the remaining 4 tortillas. Cover the top with the remaining enchilada sauce and cheese.
Bake: Bake in the preheated oven for 20 minutes or until the cheese is melted and the edges are bubbly.
Garnish and Serve: Garnish with green onions and serve hot with sour cream on the side.
