Mix flour (1 cup,) rolled oats, brown sugar, soda, salt and melted butter. Blend well to form crumbs. Press half of crumbs on bottom of 11 x 7" pan. Bake @ 350 for 10 minutes
Remove from oven and sprinkle with chocolate chips and pecans. Blend caramel topping with 3 tbsp flour. Pour caramel mixture back and forth over chocolate and pecans. Sprinkle with remaining crumb mixture.
