Cook broccoli in 1 inch water until almost tender and drain.
In a saucepan melt 1/4 cup butter, stir in flour, salt and pepper. Add milk. Bring to a boil. Cook and stir for 1-2 minutes until thick. Reduce heat, stir in cream cheese.
Place broccoli and onions into a greased 13X9 pan. Add sauce and toss to coat. Melt butter and toss with bread crumbs. Sprinkle crumbs and cheese over veggies.
