Combine soy sauce, brown sugar, rice vinegar, sriracha, sesame oil, ginger, and chili garlic paste in a medium sauce pan (or pour over items to marinate them for several hours) and bring to a boil.
Stir together cold water and corn starch until dissolved, then whisk corn starch slurry into the boiling sauce.
Once thickened, remove from heat.
Top meat, toss wings, or place on the side for a dip and and garnish with chopped green onions and/or sesame seeds if desired before serving.
