Place all ingredients in a mixing bowl, except water. Mix well. Add water little by little and form a medium consistency dough. Place in the fridge for 30 minutes. Preheat oven to 170c. Roll out dough between two sheets of parchment paper. Cut out desired shapes. Place on baking sheet lined with parchment paper and bake for 12-15 mins. Cool before storing in an airtight container.
Variations : You may use whole-wheat flour instead of ragi flour. Or any nut butter instead of coconut.
