Cook tortellini according to package directions, omitting salt and fat; drain. Rinse with cold water, drain well and set aside. Arrange carrots into vegetable steamer over boiling water. Cover and steam for 3-5 minutes or until crisp-tender. Combine tortellini, carrot, tomato, asparagus, pea pods, radishes and onion in a large bowl. Combine water and remaining ingredients; stir well. Pour over tortellini mixture and toss gently. Cover and chill.
