In a large pot, heat the oil over high heat. Add the onion and bell pepper and cook until almost tender and beginning to brown, about 7 minutes. Add the garlic and cook for 30 seconds.
Add the ground chicken, chili powder, cumin, oregano, cayenne, and salt. Cook, breaking up the chicken with a spoon, until it is cooked through and beginning to brown, 4-5 minutes.
Add the chilies, corn, and broth and bring to a boil. Reduce heat to medium and simmer 10 minutes.
Add the beans and cook until heated through, about 2 minutes. Stir in the cilantro. Check the seasonings, and add more salt if needed. Serve garnished with more cilantro, as well as lime wedges, hot sauce, and tortilla chips if you like.
